    Commercial renovations in Halifax: which professional documents are actually optional

    A persistent claim in Halifax renovation circles is that every commercial project needs a full suite of architect and engineer letters. The municipality's own published table says otherwise — and the dividing line is 600 m² and three storeys. Below is what HRM's Commercial Building Permit — Renovation Application Documents Required table (halifax.ca/media/72812, retrieved August 30, 2026) actually marks Required, Optional, or substitutable.

    The dividing line

    Across the table, the recurring condition is the same: proposed total area at or under 600 m² and three storeys or fewer. Under that line, most professional-design documents relax to Optional. Over it, they become Required.

    What is always required (small renovations included)

    • Construction Plan — floor plans of the interior layout of each level, existing and proposed, with rooms dimensioned and labelled, fixture locations, framing sizes and spans, a cross-section from footing to roof, and mechanical details for heating and ventilation. Required when the proposed total area is 600 m² or less and three storeys or fewer — i.e., effectively always for the projects in this scope.
    • Elevations — all four cardinal views with height dimensions — required when the work alters existing external walls.
    • Heritage elevation photographs — required when the property is designated heritage or sits in a Heritage Conservation District.

    What is Optional at 600 m² or less

    This is the part the folklore gets wrong. For a renovation at or under 600 m² and three storeys, HRM's table marks each of the following Optional:

    • A2 Letter of Undertaking — Architectural (field review of building design under Parts 3 and 5 of the Building Code).
    • A3 Letter of Undertaking — Structural.
    • A4 Letter of Undertaking — Mechanical.
    • A5 Letter of Undertaking — Electrical.
    • A6 Letter of Undertaking — Fire Suppression.
    • A7 Letter of Undertaking — Geotechnical.
    • A8 Letter of Undertaking — Plumbing.
    • A10 Letters of Undertaking — Energy Conservation (Required over 600 m² or three storeys).
    • Site Plan — Building (marked Optional in the renovation table).

    The professional design documents follow the same split. Architectural, electrical, fire suppression, mechanical, geotechnical and plumbing designs are Required only when the proposed total area exceeds 600 m² or the building exceeds three storeys — and Optional at or under the line.

    The Existing Conditions Letter substitution

    For each professional design row, the table carries the same substitution sentence: "A Professional's Approval of Existing Conditions Letter could be submitted in place of the Professional Design when the work is not affecting the existing design." Where your renovation doesn't touch a discipline's existing systems, a professional's letter confirming the existing conditions can stand in for a full design package — even in the cases where a design would otherwise be Required.

    What this corrects

    The overstatement we set out to correct: "every commercial renovation in Halifax needs architect and engineer letters for every discipline." HRM's own table marks those letters Optional for a renovation of ordinary scale, and offers the Existing Conditions Letter route where systems are untouched. None of this lowers the standard the work must meet — the Building Code applies regardless of who signs what. It changes what the permit application must contain, and for a small renovation that difference is real money and real weeks.
